【綜合報導】日本關東地區昨天大氣結構極不穩定，東京都到傍晚已經暗如黑夜，下起狂風暴雨，並持續發生落雷事件。一列小田急線(Odakyu)的列車行駛在雷雨中，竟遭到落雷擊中，畫面剛好被網友捕捉到，十分驚險。列車一度停止行駛，但隨即恢復正常營運。

大雷雨也造成東京都周邊衛星城市如調布等地共計13000戶停電，並有多處積水。

美國卡內基美隆大學與英國倫敦政經學院共同研究指出，開車講手機其實並不會增加肇事率。研究者分析2002年到2005年通話紀錄，發現手機用戶雖然增加通話量，但是比對該期間美國部分州出現的車禍肇事率，發現兩者並無直接關聯。對此，英國運輸部官員仍強調，開車使用造成分心的產品，就是危險駕駛行為。

英美大學研究者觀察2002年到2005年之間，美國民眾使用手機的通話紀錄，由於當時幾乎大型通訊業者都祭出平日晚上9點以後免費通話的優惠，結果發現該時段開始，用戶使用手機量的確增加7％，但對比來自9個州從晚上7點到9點之後共約800萬件的肇事紀錄後，結果發現手機使用量增加與肇事率並無關係。

另外，研究者也對立法禁止開車使用手機的政策進行「是否使道路更安全」的觀察，同樣發現，實施該規定的州，肇事率並沒有降低，研究者巴嘉瓦表示，「開車使用手機會造成分心，但是並不會直接提高肇事風險，這種結論與既定印象相反。」

對此，英國運輸部則持相反看法，認為開車時因任何事物分心都是相當危險的行為，當地一旦違反開車不得使用通訊器材之禁令者，最高可罰1千英鎊（約台幣4萬6千元），該部官員指出，去年英國因為開車使用手機，已造成68人死亡。

不過，巴嘉瓦仍認為，本次結果發現使用手機與提高肇事率並無關聯有3個原因，一是駕駛使用手機後反而會更專心開車；二是駕駛可能已經習慣在受干擾情況下開車，例如收聽廣播或與乘客交談；三則可能是使用手機僅會影響部分人，並非所有駕駛人都會受影響。

然而，2005年《英國醫學雜誌》卻指出，開車使用手機容易提高肇事率4倍，一家保險公司的研究結果也顯示，在開車時使用手機，會造成駕駛人的反應時間變慢至少5成，因此，短期間內，開車能否使用手機，似乎還不會出現更具說服力的結論。

本次研究結果刊登在《 The American Economic Journal: Economic Policy》期刊。

OK 其實這是6月底就開始的事情了 版上應該有電池電量地到一定程度就會自動關機這個問題 這個問題 從6月底開始 我也遇到的 當時在工廠工作 我都是戴著藍芽耳機 手機開藍芽以及WiMAX聽網路電台 不過在要下班時 拿起手機一看 剩下3x%左右 但下一刻 電量突然掉到剩下10%警告 很快又掉到5%警告 然後就關機了 回家拿起USB充電 確實有閃橘燈 開機後電量剩下2% 本來我是想說會不會是因為WiMAX+BT都打開導致很耗電才會這樣 所以我就沒管了 直到7月底 官方有釋出更新 內容有修正這方面的問題 我才半信半疑在試驗一次看看 不過情況還是跟這段期間一樣 都是到了3x%左右的電量後瞬間關機 這才覺得不太對 拆下電池一摸 中間偏左的位置很明顯可以感受到膨脹 平視看表面也是可以看到些許突起 因此我就在網路拍賣上找了有在賣原廠電池的賣家 花了420元(含運費) 昨天就拿到手了 馬上更換 充飽電後就拔掉USB 用到中午 剩下17%的電量依舊沒有關機 所以是電池問題 解決~ 這邊是要跟有J的朋友們說一下 如果你的HTC J用了超過半年以上 而且時常插著USB充電 像我是回到家或是在家都插著電腦 就算充飽也都沒拔下 除非出門 要是有遇到跟我一樣的問題 可能都要檢查一下你們的電池 因為最近有看到不少跟我一樣的情況 我猜測J的電池在長期滿電且不放電的情況 很容易就會膨脹損壞了 -- 標題 [三國] 三國11，自創武將下野?!?!?! #1C_nVjV5 (Koei) 自創武將當君主 怎麼會玩著玩著，他就下野了 只是他流浪到那個城市，首都就換到那個城市了.... 推 grant790110:你是不是創了蔣介石 XDDDDD -- ※ 發信站: 批踢踢實業坊(ptt.cc) ◆ From: 220.132.217.7

【綜合報導】日本關東地區昨天大氣結構極不穩定，東京都到傍晚已經暗如黑夜，下起狂風暴雨，並持續發生落雷事件。一列小田急線(Odakyu)的列車行駛在雷雨中，竟遭到落雷擊中，畫面剛好被網友捕捉到，十分驚險。列車一度停止行駛，但隨即恢復正常營運。

大雷雨也造成東京都周邊衛星城市如調布等地共計13000戶停電，並有多處積水。
