仁武廠鍋爐取消24小時監測 　環評初審過關

【洪敏隆／台北報導】「台塑仁武廠M71鍋爐汽電共生程序汰舊換新計畫」第2次環境影響差異分析報告」今在環保署環評初審會議通過，業者原本在第1次環說書提出廢水水質採連續24小時監測，以政府沒有相關規範為由改為採單一水樣方式抓樣，另生煤成分變更，業者模擬多種情境都符合原承諾排放濃度。

業者原本提出水質監測頻率為連續24小時，但業者今簡報變更指出，環保署公告《水污染防治措施及檢測申報管理辦法》，仁武廠水質監測無須進行功能測試，放流水採樣無須連續混合水樣監測，只要單一水樣取樣即可，任何類似該廠的開發行為也沒有監測頻率達連續24小時，環評委員對此沒有異議，但要求監測頻率維持每季一次。

另外，台塑仁武廠生煤來源來自中國、印尼、澳洲及俄羅斯等4國，環評委員質疑不同的含硫量，能否符合空污排放標準，業者也提出多種模擬情境證明，現有設備都可維持原排放濃度。
